We Have had an appeal from Honduras for the ITF to help with medecines, clothes, food or money. Especially for the children and our ITF family of Taekwon-Do. This is because Honduras has suffered it's worst natural disater of the century. Hurricane Mitch. Honduras has lost 70 % of it's national infrastructure. Many people have asked us why is it that Korea (South), do not seem interested to consolidate TKD. The answer is complex but if you want to find out the answer, then please write to" The president of South Korea, Blue House, Chongno-gy, Seoul, 110-050, Replublic of Korea.

The ITF now has the facilities to allow members to transact with their VISA card. Visa may be used for all transactions, including certificates fees, but there is a surcharge of 4% on all transactions. Please quote your card number and expire date to use this facility.

The ITF archives do not contain infos about the first World Champ in Canada, the second in Oklahoma, or the third in Argentina. The certificate application form should be taken to the grading withe examiner fee plus an ITF grading form and handed to the examiner. The examiner will then sign the form if the applican is successful and give it back to the person who took the grading. The form should then be sent to the NGB or (or the ITF direct) along with the certificate fee to process the application for the certificate. Should this procedure not to be followed than the ITF takes no responsibility for what happens.

The end of another year is here and the ITF has continued to be better. This year the magazine has managed to be published on time The magazine, although not yet selling in huge numbers is beginning to be popular with people finding out about it and wanting to have it. Some people are comparing it with other magazines, but this is a mistake as the concept is not the same. Some people think it shoud have more pages, but if you compare it with other magazines you will see that it does not have many pages of advertising as compared to the others, and so the actual content is more. The newsletter continues to be published and this year nearlery made the target of one newsletter every two month. In fact there where five newsletters and not the target of 6. The correspondence is more each year with a 25 %+ growth for 1998. Next year all targets will be met. We take this opportunity to remind that plaque holders should pay their fees without wainting from a reminder from the ITF. For those of you who pay the magazine in 1997, we remind you that you should have payed for 1998. The souvenir for Masters and Grandmasters has become a reality as we have the samples to hand and the orders has been placed for the items. They sould be available early in the new year and will be sent shortly after. It remains only to thank everyone for their participation over the last year.

Letter 1 February 1999

At a meeting held in Vienna attended by President, Vice President, Secretary General, other officers and senior masters, Some items where agreed to be implemented for the XIth World Championships. A letter for the national representatives is included with this newsletter. The letter should be given to the appropriate people who are dealing with the competitors and to the Umpires class 'A' in your country. For the future it should be noted that there should be no reference to any kind of tournament rules except the ITF Tournament Rules. It is very confusing to hear of European rules or north American rules and it should not be so. ONLY THE ITF TOURNAMENT RULES.

We asked , in the past, that all matters of ITF business should go throught he official channels and not be discussed with or sent in the post or otherwise to Gen.Choi Hong Hi. However, some people continue to think that they have a personal right to bypass the system. It is rather difficult for Gen. Choi to refuse people and some people try to take advantage of this. Please note for the future that we have been asked by our President to make this announcement taht all official business go through the secreteriat in Vienna. Personal items may be sent to gen Choi, naturally, but personal items do not include any sort of ITF business. Please follow the correct procedures for ITF business.

The Russian Military College in St Petersburg appointed Gen. Choi as Honorary Professor.

<ITF>

A unique award was bestowed on gen.choi Hong Hi when he became the first foreigner to be recognised by the Russian Academy of Combat Sports as an Academician.

To avoid misunderstanding about what an examiner may and may not do, we print the following. A VIIth dan may not take a grading for someone who wishes to be promoted to VIth Dan, even if it is a grading by a panel. There must be an VIIIth degree or higher present. Every examination for IVth dan and above must have ITF approval before it may go ahead. For every person who wishes to be promoted to IVth Dan or Higher the ITF must be notified in wi´riting at least 3 month in advance so that the period of waiting is checked. If the ITF have not been notified and you have not received a reply, then you cannot grade.
